Authorisation timeline and core requirements
The Financial Conduct Authority has published policy statement PS26/22, establishing that firms providing environmental, social and governance ratings in the UK must secure authorisation and the appropriate regulatory permissions from 29 June 2028. Eligible providers can submit applications beginning 24 June 2027, with the regulator urging firms to apply early within their designated windows. The framework introduces mandatory standards covering transparency in methodology production and communication, governance structures, internal systems and controls, and the management of conflicts of interest. It also requires providers to engage formally with both rated entities and rating users, though the rules do not dictate specific sustainability methodologies.
Implications for insurers and corporate clients
Because ESG ratings directly influence underwriting decisions, investment strategies, and corporate risk reporting, the regime aims to improve the reliability of data used across financial markets. For commercial insurance brokers and their clients, the mandated engagement obligation provides a regulated mechanism for businesses to discuss and formally challenge ratings used in insurer risk models ahead of policy renewals.
