DVLA Prosecution and Court Proceedings

Actor Rebel Wilson is facing criminal prosecution in the UK for keeping a motor vehicle that does not meet insurance requirements under the Continuous Insurance Enforcement regime. The Driver and Vehicle Licensing Agency alleges that Wilson’s Audi Q5 SUV, kept in a private underground garage at her London apartment, was uninsured on May 26. Wilson, 46, pleaded not guilty after the case was referred to an open court hearing at Highbury Corner Magistrates’ Court scheduled for November 30.

Application of the Continuous Insurance Enforcement Regime

Wilson wrote to the court explaining that she and her wife were in Los Angeles for approximately five months and believed that an unused vehicle parked off public roads did not require active insurance. Under the UK's CIE regime introduced in 2011, it is an offence to be the registered keeper of an uninsured vehicle unless a Statutory Off Road Notification has been declared. The regulation applies regardless of whether the vehicle is driven or kept on private property, carrying a maximum court-determined fine of £1,000.
