Partnership details

The Chartered Insurance Institute (CII) has signed a memorandum of understanding with the Association of Insurers in Rwanda (ASSAR) to establish professional standards and skills within Rwanda's insurance sector. The agreement will involve assessing industry development needs, mapping skills and competencies, and identifying qualifications for various roles. The initial project focuses on creating certification pathways and a localised learning module for approximately 600 insurance agents, with scoping currently under way.

Regulatory context and national strategy

The partnership developed following contact between the CII and the National Bank of Rwanda, the country's insurance regulator, after central bank representatives visited the CII in 2025. The regulator has supported the initiative, while ASSAR leads the partnership on behalf of the industry. The agreement aligns with Rwanda's National Insurance Strategy launched in March, which aims to increase insurance penetration from 1.9% of GDP to 3% by 2030 and 5% by 2035, alongside raising the proportion of insured adults from 27% to 45% by 2035.
