Capacity talks in London
Harbor, a San Francisco-based managing general agent, is finalising capacity talks in London following a $10m seed round announced in October. Co-founder Daniel Elechiguerra stated that the startup aims to offer a distinct insurance class for AI agents rather than folding the exposure into traditional cyber policies. The firm's software inventories corporate AI agents, assesses them for operational, security, and regulatory risks, and blocks rule-breaking decisions before insuring the residual risk.
Product approach and market entry
The MGA plans to price risks using models mapped to frameworks such as the EU AI Act and NIST guidelines, focusing on error frequency rather than severity. Harbor intends to operate with its own licences and risk models while relying on carrier partners for policy issuance. Its primary distribution focus will be working through brokers to reach commercial clients in banking and insurance.
