Oversight and Leadership Restructure

Lloyd’s has combined governance, performance, reserving and syndicate-level capital setting into a unified Oversight and Performance function. The restructure is led by Rachel Turk, who serves as chief of market performance and strategy and sits on Lloyd’s Council. Capital modelling and aggregation teams have been moved to report to chief financial officer Jim Bichard, while Jacob Palmer joins the executive leadership team as chief strategy officer from Boston Consulting Group. The changes conclude Caroline Sandeman-Allen’s tenure as chief of market oversight after twenty years with the Corporation; she will assist with the transition before departing in 2027.

Strategic Context and Next Steps

According to Lloyd's chief executive Patrick Tiernan, the reorganization fulfills a commitment made in the five-year strategy published on March 19, 2026, aimed at reducing friction and operational costs beyond the central charge of 1%. Tiernan described the move as an important first step, indicating that further structural changes are expected as the Corporation works to simplify marketplace operations.
